COMPASS is a collaborative project funded by the European Union’s Horizon Europe research and innovation programme and, more specifically, by the European Climate, Infrastructure and Environment Executive Agency. The project will run for 48 months, from 1 November 2025 to 31 October 2029, and will bring together 14 partners from 8 countries (France, Germany, Belgium, Spain, Finland, Norway, Italy, and the United Kingdom). By combining environmental, economic, and social life cycle–based tools with a digital twin of an offshore wind farm (OWF), COMPASS will leverage their mutual synergies to assess the sustainability of OWF projects. These tools will be integrated into an intuitive and customizable decision-support platform. The platform will be developed using several case studies across Europe, covering different types of OWFs, from fixed-bottom to floating technologies.

Within the COMPASS project, Circular Srl leads Work Package 5 (WP5), which is aimed at developing a comprehensive and harmonized methodological framework for the analysis of Life Cycle Costing (LCC) and Levelized Cost of Energy (LCOE) for Offshore Wind Farms (OWFs). In particular, WP5 includes the definition of a detailed model for estimating costs throughout the entire life cycle of an OWF, from the pre-development phase through to decommissioning. In addition, this work package seeks to analyze job creation and the effects of offshore wind energy on local employment, assessing its contribution to territorial economic development. Finally, the activities include the collection, systematization, and evaluation of the data required for the LCC and LCOE analyses, including comprehensive economic and financial data relating to all phases of the project. Circular is also involved in WP8 and WP9, which focus on the communication, dissemination, and exploitation of the project results. Within these work packages, Circular leads a task dedicated to policy recommendations and the practical exploitation of the project outcomes.
